PROGRAM MAINTENANCE UTILITY->MAKE Command Line Options->Use Latest Target Date (/W)

This option instructs the MAKE utility to use the date and time of the most up-to-date target rather than the current date and time as the date and time to stamp on the rebuilt objects.
